The Blue Winged Olive hatch continues to proliferate, and is certainly the primary dry fly for the time being.  The best fishing is during the warmest parts of these cooler days- and that's the most likely time for the hatch to happen as well.  Nymphing and streamer fishing is always effective during non-hatch times.  With the flows at this level, most of the river is easily accessible, and the fish will be more consentrated as there are fewer places for them to go.  Fish the riffles and tailouts with olive softhackles to emulate the emerging Baetis (BWO), in smaller sizes- #16-22.  Swinging an olive softhackle can be a very effective and easy way to hook fish during both hatch and non-hatch times, as the little olives tend to live in the highly oxygenated riffles, and the soft hackle pattern does a good job of imitating the nymphs making their way to the surface.  Fish half days...deep nymphing, too, even with stoneflies and maybe a smaller attractor nymph dropper is a good idea as well.  Reports have been excellent!!
